Why Violence Is On The Rise ?

The question of violence in Afghanistan and other areas in the world today occupied by the United States military is understandable and simple. Divide and conquer. Our presence is based on economic factors which the United States will strategically control with force if necessary. The occupied nations hate this. Foreigners speak some other language and bring cruel weapons of destruction changing the face of their land and abusing the feelings of the people. They leave deep wounds and scars unsettling a once open people who were hospitable and causing them to become frightened and closed. But this is the nature of the perverse wealth that stand beneath these actions. Whose economy is this that we secure? If this is the economy of the American people then it is built on a base of blood and the horrors of war. But, I think that this is the economy of only certain people who stand to benefit through investment and financial market exploits. Indeed, the average American wishes no harm to anyone. But, we support these impositions would gladly enslave other nations because we believe that this is necessary for the liberation and freedom of backward people, when in fact we ourselves are frontward in our bondage to self indulgence and beneath them in slavery to our own wicked vices.

The most recent news which states that North Korea will deliver a calamity of the most unimaginable nature to the US if provoked. Just prior, Hillary Clinton, US Secretary of State, was ridiculed and mocked in a most humiliating fashion. What rouses me from my slumber here is that the last two provocations came from North Korea with a kind of momentum which indicates a challenge that may be based on some undisclosed advantage. In the game of chess the moves when the moves of one player occur consecutively stronger, it typically signals the end game. It takes a great deal of effort and strategy to counter act an opponent at this stage. The use of force at this stage usually fails on account of being in the weaker position as pieces are exchanged.

I see premeditated murder in the first degree! A trained officer while under no threat to his person and clearly out of harm's way, from a tranquil and calm stance took aim and discharged a projectile into the body of a young man face to the ground while he was being cuffed by other officers. The officer made a cowardly decision to shoot an unarmed man in the back while the victim was completely unaware and incapable of defending himself never suspecting that he had but seconds to live in the sight of all.I witnessed similar murders of this nature in Viet Nam. My soul grieves to this day.

This was an unauthorized public execution which damages the peaceful feelings of the people and enrages us. The unsuspecting victim trusted in his system of justice. We the People of this Nation as well as his family will suffer emotional weight of this wicked act for generations.

Unless there is immediate and due justice We the People will carry suspicion toward our government and police and will harbor profoundly ill feelings because this unfortunate person was cut off from his life by a peace officer without being given an opportunity to make amends to his God or his neighbor. It would be unquestionably just to assign "evil intent" to this act if committed by thugs, more so on the part of uniformed officers of the peace acting under the august authority of the state or county.

The idea of voting as far back as the Greeks has always preserved the sense of fairness and justice. In the same manner that the courts enforce strict rules in and around the court proceedings to safeguard how the jury may be influenced, so should a fair election be monitored to preserve the public good by preserving the justice and integrity of the voting process. Therefore, in my opinion, if early voting by proxy vote should take place for the convenience of the public, then this information should only be revealed on election day. Early Voting Contradicts Constitution

Early voting allows citizens to vote prior to a national election day, in order to increase participation and reduce congestion on election day. As a student of history, I've been troubled for many years that many citizens decide so easily not to vote on election day for reasons of inconvenience. As a student of law, I've been even more concerned for quite some time, though, about whether early voting is even allowed by our Constitution.

In 1845, Congress passed a law setting the first Tuesday after the first Monday in November of every fourth year as the day to appoint Presidential electors. Later, in 1875, a similar law was passed requiring Congressional elections to be held on that same day in even-numbered years. Today, early voting is practiced in 31 states according to their respective election laws, although Article VI of the U.S. Constitution very clearly invalidates any state law that is contrary to the Constitution or federal law.

Distressing concerns led Congress to consider a uniform day for federal elections. Mass political parties were born in the 1830s, and the electorate was growing rapidly. Concern increased about irregularities in the voting process, and fears arose about manipulation and fraud. For some jurisdictions to vote later than others allowed opportunity for those voting later to improperly influence the outcome. A dishonest official could calculate how many votes were needed to elect his party's candidate, and then stuff the ballot box to ensure the result.

Early voting allows time for corrupt officials to assess incoming results and cheat the process. Even if votes weren't tabulated until polling ended, a more modern type of problem still exists. Today's mass communications allow voters to be influenced by news reports during the polling period. The longer that period is, the less an election serves as a true controlled test of public opinion. Citizens who vote early might do so on the basis of information much different from that known to voters on a later day. If a campaign aggressively influences voters to hurry-up get out and vote early, is it because they want to improve voter participation, or because they're aware of soon-to-be-publicized hurtful information?

Congress enacted a law to mandate one day for federal elections, based on factors that threatened to undermine the election system. Those factors are even more relevant today, and history of the voting-day law and its establishment suggests that today's enthusiasm for early voting is unwise at best. To spread voting over a period of days or weeks increases the very dangers of fraud and manipulation that gave rise to the uniform voting law in the first place.

No one disputes that this country must improve the voting process. Certainly, though, that improvement would come better through improved technology, accountability and educational efforts, than through unreflective and probably illegal legislation, that spreads the national voting process out over an ever-lengthening period of time.

Jeffrey A. Miron is was one of the 166 economists who wrote Congress last week telling them how bad of an idea this “bailout” is.

"The current mess would never have occurred in the absence of ill-conceived federal policies. The federal government chartered Fannie Mae in 1938 and Freddie Mac in 1970; these two mortgage lending institutions are at the center of the crisis. The government implicitly promised these institutions that it would make good on their debts, so Fannie and Freddie took on huge amounts of excessive risk.

The obvious alternative to a bailout is letting troubled financial institutions declare bankruptcy. Bankruptcy means that shareholders typically get wiped out and the creditors own the company.

Bankruptcy does not mean the company disappears; it is just owned by someone new (as has occurred with several airlines). Bankruptcy punishes those who took excessive risks while preserving those aspects of a businesses that remain profitable.

In contrast, a bailout transfers enormous wealth from taxpayers to those who knowingly engaged in risky subprime lending. Thus, the bailout encourages companies to take large, imprudent risks and count on getting bailed out by government. This “moral hazard” generates enormous distortions in an economy’s allocation of its financial resources.

Thoughtful advocates of the bailout might concede this perspective, but they argue that a bailout is necessary to prevent economic collapse. According to this view, lenders are not making loans, even for worthy projects, because they cannot get capital. This view has a grain of truth; if the bailout does not occur, more bankruptcies are possible and credit conditions may worsen for a time.

Talk of Armageddon, however, is ridiculous scare-mongering. If financial institutions cannot make productive loans, a profit opportunity exists for someone else. This might not happen instantly, but it will happen."

Russian Chinese Rearmament?

Folks are beginning to wonder about whether Russia and China are gonna tool up and make trouble. Here is my reply to a recent Free Republic article:

According to Greenspan open free markets balance, level and fatten up societies across the board. These nations need the US (always have), to teach them how to keep books, stay accountable, keep a handle on corruption, and maybe ... become profitable. Over taxing their people now will wreck their economy. They must first learn how to establish a significant and stable tax base. That could take many years. These governments are unable to have their economic cake and eat it too. Nobody is making any money yet. Between you and me, friend, ... probably never will. Whatever they make comes right back to the US. These nations are beholden to us because we are a wise and rational nation, know what we are doing, and have few ridiculous traditions we let get in the way of acting decisively. Their military build up is funded by Wall Street and their technology is borrowed. US interests invariably receive most of the profits from their oil. Take a good look at companies like National Oil Varco, NOV., without which there would be no sustainable drilling. Fannie and Freddie: All in the Family

The Banks have been loaning us money that is non existent. In turn they have been selling those loans to Fannie and Freddie. They have been buying those loans with money that is non existant. At the end, all the capital they needed to show was 1.4%. But, we needed to make a down payment of 20% to with the bank to get the loan.

1)Where did the people's down payment capital plus all the equity which has accrued go? That money represents real savings. Were does the people's savings continue to exist in the bank which issued the mortgage or in Fannie and Freddie?

Is Greenspan Working To Destroy US Economy? No!

[Some say yes, some say no. After reading Mr. Greenspan's book, "Age of Turbulence", I personally disagree with the Infowars article but instead wish to identify it as knee-jerk populist hype designed to influence the minds of the uninformed. The reason I know it's hooey is because Mr. Greenspan's history reveals an individual who has been the chief advocate of free open markets, and international economic balance. I think that he believes that all peoples should have an opportunity to work and eat. There are many in the US and Europe who think that that privilege belongs only to us. Frightening as it may appear, recent history has shown a remarkably stable international market with low inflation and emerging diversification and market. We need to find our rightful place if we hope to survive. That place in my view must be determined what is in fact of value among us rather than what we think is valuable. This may come as a shock to us. And, behaviorally, that shock must be first represented in the market, and in our pocket books before any changes are likely to occur. His feeling is that although these shifts must occur, in effect, due to the overall strength of the global economy, the effects upon the US will be "benign". But, that has always been the case. I personally had difficulties during the recession of the 90's, but I never missed a meal.]

I think that the public has a right to witness and examine all executions of the state and to ask the reasons why until it receives satisfactory answers. Beware when executions are done behind close doors and no one knows what's going on.

When George W. Bush is done paying his respects to the memory of the six million at Yad Vashem and walking in the watery footsteps of Jesus at Capernaum, the US president can look forward to a far different experience when he touches down in Saudi Arabia next week.

There, according to the official White House press guide for this Middle East tour, the president will enjoy a tea service with Saudi King Abdullah in Riyadh's Nasiriya Guest Palace, which is "lavishly decorated in traditional Western European style, with Baroque furniture and numerous crystal chandeliers from the Czech Republic and Austria"; have dinner in the king's Riyadh Palace, with its "marble floors and walls containing sheets of gold, colored with precious stones and embedded jewels"; and enjoy a visit to Abdullah's Al-Janadriyah weekend farm retreat, which boasts "150 Arabian thoroughbreds" and an enormous tent-like structure with "tent-poles made of ebony and ivory with precious stones enclosed" and a "dining room that also includes an 80-inch flat-screen television the king often watches while eating."

Courtesy demands that a guest being welcomed in such posh settings should bring a suitably generous present for his hosts.

Saudi Arabia is wise enough to know that they are being set up for the kill. It's too bad, it might have been better had they been ignorant. By pitting the military strength of Israel against the Saudis, some say that the US can control the Middle East quite effectively. This is an ancient strategy that most well educated people know (knew) about, especially the Merchant Bankers of old; both sides are forced to escalate ... must, in order to remain the stronger, and must keep current. US industries like Ceradine and GE jump for joy, and their investors dance all the way to the bank for years to come, according to certain Wall Street projections. Beginning at fifty bil, it is predictably certain that there'ain' no end to how high the ante can go either. Year after year, maintaining the new sophisticated arsenal will require expensive periodic updates as obsolete technology must, unfortunately, make way for the on-schedule appearance of new improved guidance systems, along with the rest of the entertaining fireworks newly designed to amaze and stun the enemy. The military industrial infrastructure of the US will be burdened with the responsibly to provide for all these intricate changes improving its R&D while generating sexy, hot new machines for war and killing folk effectively. Plus, the US gets to rule the roost where it's too hot, too hard, and too moral for anyone with an uncircumcised penis to really enjoy himself. And, that's why some folks think they brought females inside the tanks these days, sorta provides for interesting options when there is nothing else to exploit. But, that's what the voices are saying ... and, talk is cheap.

On Executive Authority

It is the view of many that strong executive authority is what is needed to secure the wealth of those worthy of their wealth and shackle all the rest in order to keep the ball rolling smoothly without interruption. In fact, the wealthy feel they have no choice but must proceed decisively in order to secure their interests in business, finance and universal peace. To achieve this goal, international concerns have shifted to Eurasia and the Middle East as areas requiring US control and government. This task poses certain difficulties, many of them arising from internal conflicts and dissension. It appears that shifts will be needed in order to properly harness the American engine and carry forth the plan for global hegemony needed to meet certain objectives in the short term as well as in the distant future. The following may represent things to come as this process continues to unfold itself.

In 1962 Harper and Row published a high school text book called "Meet Soviet Russia" by John Gunther. Such kinds of books were designed to instruct us against the perils of Communism and the Soviet union. On page 236, however, I find a striking similarity between them then and us now:
"The main characteristic of the Soviet government, distinguishing it from all free governments, is the extreme emphasis on secrecy. We should also mention again such factors as conformity, closedness, and the stress on executive authority. The legislative and judiciary elements don't count at all."

Subject: National Continuity Policy

Purpose

(1) This directive establishes a comprehensive national policy on the continuity of Federal Government structures and operations and a single National Continuity Coordinator responsible for coordinating the development and implementation of Federal continuity policies. This policy establishes "National Essential Functions," prescribes continuity requirements for all executive departments and agencies, and provides guidance for State, local, territorial, and tribal governments, and private sector organizations in order to ensure a comprehensive and integrated national continuity program that will enhance the credibility of our national security posture and enable a more rapid and effective response to and recovery from a national emergency.

Definitions

(2) In this directive:

(a) "Category" refers to the categories of executive departments and agencies listed in Annex A to this directive;

(b) "Catastrophic Emergency" means any incident, regardless of location, that results in extraordinary levels of mass casualties, damage, or disruption severely affecting the U.S. population, infrastructure, environment, economy, or government functions;

(c) "Continuity of Government," or "COG," means a coordinated effort within the Federal Government's executive branch to ensure that National Essential Functions continue to be performed during a Catastrophic Emergency;

(d) "Continuity of Operations," or "COOP," means an effort within individual executive departments and agencies to ensure that Primary Mission-Essential Functions continue to be performed during a wide range of emergencies, including localized acts of nature, accidents, and technological or attack-related emergencies;

(e) "Enduring Constitutional Government," or "ECG," means a cooperative effort among the executive, legislative, and judicial branches of the Federal Government, coordinated by the President, as a matter of comity with respect to the legislative and judicial branches and with proper respect for the constitutional separation of powers among the branches, to preserve the constitutional framework under which the Nation is governed and the capability of all three branches of government to execute constitutional responsibilities and provide for orderly succession, appropriate transition of leadership, and interoperability and support of the National Essential Functions during a catastrophic emergency;

(f) "Executive Departments and Agencies" means the executive departments enumerated in 5 U.S.C. 101, independent establishments as defined by 5 U.S.C. 104(1), Government corporations as defined by 5 U.S.C. 103(1), and the United States Postal Service;

(g) "Government Functions" means the collective functions of the heads of executive departments and agencies as defined by statute, regulation, presidential direction, or other legal authority, and the functions of the legislative and judicial branches;

(h) "National Essential Functions," or "NEFs," means that subset of Government Functions that are necessary to lead and sustain the Nation during a catastrophic emergency and that, therefore, must be supported through COOP and COG capabilities; and

(i) "Primary Mission Essential Functions," or "PMEFs," means those Government Functions that must be performed in order to support or implement the performance of NEFs before, during, and in the aftermath of an emergency.

Policy

(3) It is the policy of the United States to maintain a comprehensive and effective continuity capability composed of Continuity of Operations and Continuity of Government programs in order to ensure the preservation of our form of government under the Constitution and the continuing performance of National Essential Functions under all conditions.

Implementation Actions

(4) Continuity requirements shall be incorporated into daily operations of all executive departments and agencies. As a result of the asymmetric threat environment, adequate warning of potential emergencies that could pose a significant risk to the homeland might not be available, and therefore all continuity planning shall be based on the assumption that no such warning will be received. Emphasis will be placed upon geographic dispersion of leadership, staff, and infrastructure in order to increase survivability and maintain uninterrupted Government Functions. Risk management principles shall be applied to ensure that appropriate operational readiness decisions are based on the probability of an attack or other incident and its consequences.

(5) The following NEFs are the foundation for all continuity programs and capabilities and represent the overarching responsibilities of the Federal Government to lead and sustain the Nation during a crisis, and therefore sustaining the following NEFs shall be the primary focus of the Federal Government leadership during and in the aftermath of an emergency that adversely affects the performance of Government Functions:

(a) Ensuring the continued functioning of our form of government under the Constitution, including the functioning of the three separate branches of government;

(b) Providing leadership visible to the Nation and the world and maintaining the trust and confidence of the American people;

(c) Defending the Constitution of the United States against all enemies, foreign and domestic, and preventing or interdicting attacks against the United States or its people, property, or interests;

(d) Maintaining and fostering effective relationships with foreign nations;

(e) Protecting against threats to the homeland and bringing to justice perpetrators of crimes or attacks against the United States or its people, property, or interests;

(f) Providing rapid and effective response to and recovery from the domestic consequences of an attack or other incident;

(g) Protecting and stabilizing the Nation's economy and ensuring public confidence in its financial systems; and

(h) Providing for critical Federal Government services that address the national health, safety, and welfare needs of the United States.

(6) The President shall lead the activities of the Federal Government for ensuring constitutional government. In order to advise and assist the President in that function, the Assistant to the President for Homeland Security and Counterterrorism (APHS/CT) is hereby designated as the National Continuity Coordinator. The National Continuity Coordinator, in coordination with the Assistant to the President for National Security Affairs (APNSA), without exercising directive authority, shall coordinate the development and implementation of continuity policy for executive departments and agencies. The Continuity Policy Coordination Committee (CPCC), chaired by a Senior Director from the Homeland Security Council staff, designated by the National Continuity Coordinator, shall be the main day-to-day forum for such policy coordination.

(7) For continuity purposes, each executive department and agency is assigned to a category in accordance with the nature and characteristics of its national security roles and responsibilities in support of the Federal Government's ability to sustain the NEFs. The Secretary of Homeland Security shall serve as the President's lead agent for coordinating overall continuity operations and activities of executive departments and agencies, and in such role shall perform the responsibilities set forth for the Secretary in sections 10 and 16 of this directive.

(8) The National Continuity Coordinator, in consultation with the heads of appropriate executive departments and agencies, will lead the development of a National Continuity Implementation Plan (Plan), which shall include prioritized goals and objectives, a concept of operations, performance metrics by which to measure continuity readiness, procedures for continuity and incident management activities, and clear direction to executive department and agency continuity coordinators, as well as guidance to promote interoperability of Federal Government continuity programs and procedures with State, local, territorial, and tribal governments, and private sector owners and operators of critical infrastructure, as appropriate. The Plan shall be submitted to the President for approval not later than 90 days after the date of this directive.

(9) Recognizing that each branch of the Federal Government is responsible for its own continuity programs, an official designated by the Chief of Staff to the President shall ensure that the executive branch's COOP and COG policies in support of ECG efforts are appropriately coordinated with those of the legislative and judicial branches in order to ensure interoperability and allocate national assets efficiently to maintain a functioning Federal Government.

(10) Federal Government COOP, COG, and ECG plans and operations shall be appropriately integrated with the emergency plans and capabilities of State, local, territorial, and tribal governments, and private sector owners and operators of critical infrastructure, as appropriate, in order to promote interoperability and to prevent redundancies and conflicting lines of authority. The Secretary of Homeland Security shall coordinate the integration of Federal continuity plans and operations with State, local, territorial, and tribal governments, and private sector owners and operators of critical infrastructure, as appropriate, in order to provide for the delivery of essential services during an emergency.

(11) Continuity requirements for the Executive Office of the President (EOP) and executive departments and agencies shall include the following:

(a) The continuation of the performance of PMEFs during any emergency must be for a period up to 30 days or until normal operations can be resumed, and the capability to be fully operational at alternate sites as soon as possible after the occurrence of an emergency, but not later than 12 hours after COOP activation;

(b) Succession orders and pre-planned devolution of authorities that ensure the emergency delegation of authority must be planned and documented in advance in accordance with applicable law;

(c) Vital resources, facilities, and records must be safeguarded, and official access to them must be provided;

(d) Provision must be made for the acquisition of the resources necessary for continuity operations on an emergency basis;

(e) Provision must be made for the availability and redundancy of critical communications capabilities at alternate sites in order to support connectivity between and among key government leadership, internal elements, other executive departments and agencies, critical partners, and the public;

(f) Provision must be made for reconstitution capabilities that allow for recovery from a catastrophic emergency and resumption of normal operations; and

(g) Provision must be made for the identification, training, and preparedness of personnel capable of relocating to alternate facilities to support the continuation of the performance of PMEFs.

(12) In order to provide a coordinated response to escalating threat levels or actual emergencies, the Continuity of Government Readiness Conditions (COGCON) system establishes executive branch continuity program readiness levels, focusing on possible threats to the National Capital Region. The President will determine and issue the COGCON Level. Executive departments and agencies shall comply with the requirements and assigned responsibilities under the COGCON program. During COOP activation, executive departments and agencies shall report their readiness status to the Secretary of Homeland Security or the Secretary's designee.

(13) The Director of the Office of Management and Budget shall:

(a) Conduct an annual assessment of executive department and agency continuity funding requests and performance data that are submitted by executive departments and agencies as part of the annual budget request process, in order to monitor progress in the implementation of the Plan and the execution of continuity budgets;

(b) In coordination with the National Continuity Coordinator, issue annual continuity planning guidance for the development of continuity budget requests; and

(c) Ensure that heads of executive departments and agencies prioritize budget resources for continuity capabilities, consistent with this directive.

(14) The Director of the Office of Science and Technology Policy shall:

(a) Define and issue minimum requirements for continuity communications for executive departments and agencies, in consultation with the APHS/CT, the APNSA, the Director of the Office of Management and Budget, and the Chief of Staff to the President;

(b) Establish requirements for, and monitor the development, implementation, and maintenance of, a comprehensive communications architecture to integrate continuity components, in consultation with the APHS/CT, the APNSA, the Director of the Office of Management and Budget, and the Chief of Staff to the President; and

(c) Review quarterly and annual assessments of continuity communications capabilities, as prepared pursuant to section 16(d) of this directive or otherwise, and report the results and recommended remedial actions to the National Continuity Coordinator.

(15) An official designated by the Chief of Staff to the President shall:

(a) Advise the President, the Chief of Staff to the President, the APHS/CT, and the APNSA on COGCON operational execution options; and

(b) Consult with the Secretary of Homeland Security in order to ensure synchronization and integration of continuity activities among the four categories of executive departments and agencies.

(16) The Secretary of Homeland Security shall:

(a) Coordinate the implementation, execution, and assessment of continuity operations and activities;

(b) Develop and promulgate Federal Continuity Directives in order to establish continuity planning requirements for executive departments and agencies;

(c) Conduct biennial assessments of individual department and agency continuity capabilities as prescribed by the Plan and report the results to the President through the APHS/CT;

(d) Conduct quarterly and annual assessments of continuity communications capabilities in consultation with an official designated by the Chief of Staff to the President;

(e) Develop, lead, and conduct a Federal continuity training and exercise program, which shall be incorporated into the National Exercise Program developed pursuant to Homeland Security Presidential Directive-8 of December 17, 2003 ("National Preparedness"), in consultation with an official designated by the Chief of Staff to the President;

(f) Develop and promulgate continuity planning guidance to State, local, territorial, and tribal governments, and private sector critical infrastructure owners and operators;

(g) Make available continuity planning and exercise funding, in the form of grants as provided by law, to State, local, territorial, and tribal governments, and private sector critical infrastructure owners and operators; and

(h) As Executive Agent of the National Communications System, develop, implement, and maintain a comprehensive continuity communications architecture.

(17) The Director of National Intelligence, in coordination with the Attorney General and the Secretary of Homeland Security, shall produce a biennial assessment of the foreign and domestic threats to the Nation's continuity of government.

(18) The Secretary of Defense, in coordination with the Secretary of Homeland Security, shall provide secure, integrated, Continuity of Government communications to the President, the Vice President, and, at a minimum, Category I executive departments and agencies.

(19) Heads of executive departments and agencies shall execute their respective department or agency COOP plans in response to a localized emergency and shall:

(a) Appoint a senior accountable official, at the Assistant Secretary level, as the Continuity Coordinator for the department or agency;

(b) Identify and submit to the National Continuity Coordinator the list of PMEFs for the department or agency and develop continuity plans in support of the NEFs and the continuation of essential functions under all conditions;

(c) Plan, program, and budget for continuity capabilities consistent with this directive;

(d) Plan, conduct, and support annual tests and training, in consultation with the Secretary of Homeland Security, in order to evaluate program readiness and ensure adequacy and viability of continuity plans and communications systems; and

(e) Support other continuity requirements, as assigned by category, in accordance with the nature and characteristics of its national security roles and responsibilities

General Provisions

(20) This directive shall be implemented in a manner that is consistent with, and facilitates effective implementation of, provisions of the Constitution concerning succession to the Presidency or the exercise of its powers, and the Presidential Succession Act of 1947 (3 U.S.C. 19), with consultation of the Vice President and, as appropriate, others involved. Heads of executive departments and agencies shall ensure that appropriate support is available to the Vice President and others involved as necessary to be prepared at all times to implement those provisions.

(21) This directive:

(a) Shall be implemented consistent with applicable law and the authorities of agencies, or heads of agencies, vested by law, and subject to the availability of appropriations;

(b) Shall not be construed to impair or otherwise affect (i) the functions of the Director of the Office of Management and Budget relating to budget, administrative, and legislative proposals, or (ii) the authority of the Secretary of Defense over the Department of Defense, including the chain of command for military forces from the President, to the Secretary of Defense, to the commander of military forces, or military command and control procedures; and

(c) Is not intended to, and does not, create any rights or benefits, substantive or procedural, enforceable at law or in equity by a party against the United States, its agencies, instrumentalities, or entities, its officers, employees, or agents, or any other person.

(22) Revocation. Presidential Decision Directive 67 of October 21, 1998 ("Enduring Constitutional Government and Continuity of Government Operations"), including all Annexes thereto, is hereby revoked.

(23) Annex A and the classified Continuity Annexes, attached hereto, are hereby incorporated into and made a part of this directive.

(24) Security. This directive and the information contained herein shall be protected from unauthorized disclosure, provided that, except for Annex A, the Annexes attached to this directive are classified and shall be accorded appropriate handling, consistent with applicable Executive Orders.

They make higher use of their faculties of intellect and will and therefore peace is the result.

The name of Jerusalem means "City of Peace" it is the first truly international city and possibly the oldest which predates the patriarch Abraham who is the father of the Israel and the Arab peoples. Italian city faces rubbish crisis

Residents of the Italian city of Naples have been torching piles of rotting rubbish in the steets amid a worsening refuse crisis.

One of the area's landfill sites is full, meaning that rubbish collectors have not been doing their rounds.

The streets are stinking, piled with thousands of tonnes of rotting rubbish in sweltering temperatures.

President Giorgio Napolitano, who is from Naples, has pledged to help end the crisis.

The southern city of one million people is experiencing an early heatwave that has already seen temperatures touch 30C.

"The stench is truly unbearable. Look at all these dogs running about. We'll all die at this rate," local student Michela Giordano told Reuters news agency.

'Threat of toxins'

Frustrated residents have taken to torching heaps of rubbish - by one count, there were 130 such fires on Tuesday night alone, reports the BBC's Mark Duff in Milan. (more)

Mafia Dominates Garbage Industry

An estimated 158 families in organized crime rings in Italy are getting rich off the trafficking of 35 million tons of garbage a year.

MILAN - Traditional areas of business apparently came up short for the Italian mafia, which is diversifying into a new and promising field: trafficking in toxic waste that poses a threat to residents' health and the environment, moving 2.6 billion dollars a year.

Italy produces 80 million tons of waste a year – both ordinary trash and toxic waste -- of which 35 million tons are handled by criminal organizations, like "cosa nostra" of Sicily, "La 'ndreghetta reggina" of Calabria, "sacra corona" of Puglia or the "camorra" in Naples, which deal with waste collection, elimination and recycling.

"It's a complex problem. It is too costly for industries to treat their waste, so they accept the offers of the trafficking companies, which charge 400 times less than the others," said Stefano Di Franco, chief of Rome's Forestry Corps, a police unit specializing in environmental protection.

The mafia, which emerged in Italy in the 19th century, manages 78 billion dollars a year, a flow that comes from extortion, smuggling and drug trafficking. But it also controls prostitution, clandestine immigration, and trafficking of human organs, weapons and animals, according to the study "Crime and Money", published in 2002 by the Bocconi University of Milan. I. CASE BACKGROUND

1. Abstract

The Strait of Hormuz connects the Persian Gulf with the Arabian Sea and has been the focus of potential conflict between competing regional and international powers. The straits are strategically important and represents one of the nine major water chokepoints in the world, being only 50km wide at its shortest point. For this reason it is of great strategic importance, as it is the only sea route where oil from Kuwait, Iraq, Iran, Saudi Arabia, Bahrain, Qatar, as well as most of the United Arab Emirates can be transported from. Much of this oil is transported to Japan, Western Europe, and the United States who have a vital interest in securing free passage through this strait. The potential for conflict over these straits and the resources that traverse them are great. The anti-western regimes of Iran and Iraq oppose the United States presence within the Persian Gulf and the security support that the US provides for many of the Gulf states. If war were to break out in this region oil would certainly be used as a weapon, and the enviornmental consequences could be disastrous. There would be serious threats to local water supplies, marine life, and the economies of these nations. Containing conflict within this vital area has been a goal of all of the actors involved, and so far they have been successful in avoiding a major incident. (read more)

From my vantage point I am beginning to observe a macro and micro view of the politics somewhat as I described in my response to your last posting.

Micro View:

I am observing Old Republican money acting in the belief that it represents the quintessential American revolutionary patriot liberty monger thriving in the wealth of what has of necessity come to be a reverse imperial/colonial spirit. This occurred for the same reasons that Bolshevism expanded in Russia, for it was a timely reaction to the backwardness of a nation isolated from a highly industrialized world. The capability of the Russian proletariat to change the order of its government had it's birth in Wall Street according to Anthony C. Sutton, Research Fellow at the Hoover Institution for War, Revolution and Peace at Stanford , Wall Street and the Bolshevick Revolution, [2001]. [Note 1914 graphic above depiciting how Wall Street embraced Marx.] Now May I quote Charles Lewis' The Buying of the President 2000, "Before the first vote is cast in a presidential primary, a private referendum has already been conducted among the nations financial elites as to which candidate shall earn his party's nomination." [p.3] The reason for this is simple. The term "Financial" represents an order much greater than the demos, and the chaotic masses, including nuvo riche, which left to themselves implode in their petty greed for useless and wasteful material stuff while stripping those who have abundance, (gained, maintained or passed on through the higher use of reason and discipline) in order to feed and sustain those who are attracted to self serving non essential things which profit little, instead of moving in the direction of wise investments which support the economy and the nation as a whole.

This kind of Republican is a distinct class of people who by necessity feels that it is quite unified and can and must govern more and more with a rod of iron. Even Jesus himself spoke of profit, abundance, growth, rewards, use, cost, earnings ... in other words, "something measurable or material" to prove one's righteousness beyond the vain trappings of vain words, wicked obsessional and common folly. And, at the same time, he abjured those in high places who defiled the human being with their hypocrisies, vain self importance and lies, which they stood upon as the only foundation for their riches gained from the dark worship of all that is closed, disconnected, protective and distant instead of yielding to a relationship with the true God and Lord of all who is represented in this world as human being open, connected, vulnerable and intimate, even while nailed to a cross dying. "Father forgive them, for they know not what they do" and finally, "It is finished."

Macro View:

All of mankind will be divided from this point forward in order to secure good government and proper management by retaining the right use of reason and intellect for the sake of increasing profitability and earnings for all who are capable of working together. The present corporatocracy is a microcosm of highly ordered multicultural, cosmopolitan individuals whose ideas and living manifests a heart for unity, integration, support, and the preservation and refinement of culture, the arts and the natural environment, and the responsibility and power to continue in that direction. The plain and simple truth is that all who oppose this view globally will be viewed in a non world citizen status and as such live in a great threat of losing even one's civil and human rights. For, in as much as such people manifest a willingness and capability to harm the innocent indiscriminately, united restraining forces, mobilized mainly by this government, will subdue rebellion and sedition with the hope of imposing order, stability and creating, thereby, new opportunities for education, growth and liberty based upon the system of the Democratic Republic rather than upon any religio-totalitarian regimes. Based upon what you see in the street Lonnie, what would you say the common people are capable of governing?

My View:

One never has to worry about tyranny. For, history has more than adequately proven that it never lasts too long. For this reason I am studying and refining my own life in accordance with what I conceive to be the "New Aristocracy" or Nouvaris and am applying such principles in my own life. This is the "highest mind" for me and constitutes a place of self government first and foremost, and is sufficient in and of itself to exist anywhere there are people and the appreciation of love, life, light and truth. And of course, Lonnie, I view you as more than a candidate and fine example of such a high state of being ... thus the term ... "Your Highness"!

My response to Lonbud's recent blog entitled: "Fear No Evil"

"On the other hand, one wonders just how much debasement of every principle upon which the country was founded might cause “the people” to assert their power, to throw off the depredations of illegitimate, incompetent rule."

"The People"? Who are the people Lon? I have been hanging out with a wealthy stock broker for the past few months who is teaching me how to invest and get filthy rich like him. This is what I have learned. The people, according to him, are a mass of dumbed down jackasses who have been trained to be loyal ignorant consumers that make him rich with everything they senselessly want, need and buy.

He sees no incompetent rule at all. According to him, America is right where it should be. The founding fathers never made any provisions to free the slaves, and in his eyes, indeed, the slaves still exist, albeit, shod and mobile, but slaves none the less.

He holds thousands of shares of America and feels that his truer vote is better represented in his equities. He really could care less what the people think as long as they keep purchasing consumer nondurables. In fact, he sees the world in terms of those capable of taking on profitable, productive progress. He wants to see earnings per share ... the bottom line. I wanted to buy a stock that showed great potential but showed no earnings per share and he asked ... "Who will buy the stock." I slept on it and returned an answer a few days later. "Fools", I said. He smiled and nodded his head slyly.

You see my friend, this man seems to be part of a contingent of Americans who have invested in America all along, and generated through her enormous wealth. I suppose that was the idea from the very beginning. If you put your money in a bank, he sees you as a fool. Now, these folk are uninterested in giving any of their wealth away, and so they are forced to divert their thinking from anything Democratic and are pleased to embrace the only system which seems to acknowledge the red bloodedness of their patriotic needs; even been passing bills recently to secure themselves and their homelands. Can you blame them? They feel that America was excellent then and now and the economics only proves it. The strong will survive by creating yet another world war to prove it.

It's all quiet simple —these Americans intend to control all the energy resources in the world because it can, must and should, they believe ... and they refuse to be challenged ... and quiver at the thought of all those young studs standing at attention before the great booty of war. The masses according to them are simply lemmings awaiting their own slaughter. They certainly believe in ecology, and feel terrible about waste on any level. They tell me that the biggest cause of waste, pollution, and scarcity is people and they intend to address that shortly through the question of Iran ... might even throw in a few more hotbeds just to handle matters efficiently all at once. Oh, I see the treacherous cliff approaching. Indeed, I do feel somewhat anxious. Beware the Ides of March.

Spy vs. Spy

It should be quite clear that capitalism has no interest in becoming socialism, capitalism created socialism on Wall Street at the turn of the last century as a means of dividing and colonizing Russia and putting an end to the Old Regime while advancing the cause of the common people through industrialization via Bolshevism. Some of that by default has caught on in America. But, it was never intended for America. Capitalism is the "machine" (Lenin) which serves for an ever expanding realm where earnings and profits are the yin and yang of the organism no matter how much anyone believes the world would fare better under a totalitarian socialist dictatorship. The truth of the matter is that the spectacles on our noses, the cars we drive, the medical technology that stretches out the lives of our parents, the laptops we use to organize our data, the batteries that powers them, the wireless systems we enjoy which frees our bodies and hands and makes us mobile, the airplanes we gladly use to reduce a two week journey to six hours are all highly refined functions of our present capitalist society. We live in a state of law and order which provides education for our children, and is opposed to placing them in harms way, equality for women, and civil rights to all races, and creeds. During the eighties and nineties however such progress made it possible for certain profile types to emerge. This information has been well documented and studied. These profile types are considered sociopathic with an intense need for public recognition. I’ve run into a few in my day; nearly took me out. This profile is often highly educated, clean and meticulous about details, some say obsessive compulsive. Unfortunately their psychological condition leads them to becoming zealots for a cause that permits them a rationale to become violent. The only difference between them and us, some say, is that we got here first and are in uniform. One certainly wonders about the profiles of Robert S. McNamarra, or Donald Rumsfeld. Nevertheless, the prognosis for dealing with the growing problem of the past two decades has been rather than to agree with what this terrorists wish to communicate and express and to mend our wicked ways, instead, we remove any reward or payback that drives the terrorist like big opportunities that generate big media and press. This they crave. The idea that there is no lawyer, courts, etc., ... only eternal arrest, sick tortures and painful death with no recourse to nothin’ including sleep has effectively terrorized the terrorist and curtailed a great deal of the widespread terrorism of recent years because the true terrorist profile is looking for work elsewhere unless, of course, you happen to be V. The US at this point is the only, and probably the last terror the world will ever need to face in the age to come. As far as freedom and liberty is concerned, most people, I am convinced, have little idea what these terms actually mean much less enjoy them. We are a nation of consuming slaves, addicted, vulgar and in bondage to every form of vanity imaginable. I think we lost our freedom somewhere between Lincoln and Teddy Roosevelt. The United States has no desire to remove anyone’s freedom but wishes to elevate everyone to the same level of security, isolation, secrecy, and intrigue that is practiced in the highest level of government even the Oval Office. 12/30/06 "The Independent" -- -- Saddam to the gallows. It was an easy equation. Who could be more deserving of that last walk to the scaffold - that crack of the neck at the end of a rope - than the Beast of Baghdad, the Hitler of the Tigris, the man who murdered untold hundreds of thousands of innocent Iraqis while spraying chemical weapons over his enemies? Our masters will tell us in a few hours that it is a "great day" for Iraqis and will hope that the Muslim world will forget that his death sentence was signed - by the Iraqi "government", but on behalf of the Americans - on the very eve of the Eid al-Adha, the Feast of the Sacrifice, the moment of greatest forgiveness in the Arab world.

But history will record that the Arabs and other Muslims and, indeed, many millions in the West, will ask another question this weekend, a question that will not be posed in other Western newspapers because it is not the narrative laid down for us by our presidents and prime ministers - what about the other guilty men?

No, Tony Blair is not Saddam. We don't gas our enemies. George W Bush is not Saddam. He didn't invade Iran or Kuwait. He only invaded Iraq. But hundreds of thousands of Iraqi civilians are dead - and thousands of Western troops are dead - because Messrs Bush and Blair and the Spanish Prime Minister and the Italian Prime Minister and the Australian Prime Minister went to war in 2003 on a potage of lies and mendacity and, given the weapons we used, with great brutality.

In the aftermath of the international crimes against humanity of 2001 we have tortured, we have murdered, we have brutalised and killed the innocent - we have even added our shame at Abu Ghraib to Saddam's shame at Abu Ghraib - and yet we are supposed to forget these terrible crimes as we applaud the swinging corpse of the dictator we created.

Who encouraged Saddam to invade Iran in 1980, which was the greatest war crime he has committed for it led to the deaths of a million and a half souls? And who sold him the components for the chemical weapons with which he drenched Iran and the Kurds? We did. No wonder the Americans, who controlled Saddam's weird trial, forbad any mention of this, his most obscene atrocity, in the charges against him. Could he not have been handed over to the Iranians for sentencing for this massive war crime? Of course not. Because that would also expose our culpability.

And the mass killings we perpetrated in 2003 with our depleted uranium shells and our "bunker buster" bombs and our phosphorous, the murderous post-invasion sieges of Fallujah and Najaf, the hell-disaster of anarchy we unleashed on the Iraqi population in the aftermath of our "victory" - our "mission accomplished" - who will be found guilty of this? Such expiation as we might expect will come, no doubt, in the self-serving memoirs of Blair and Bush, written in comfortable and wealthy retirement.

Hours before Saddam's death sentence, his family - his first wife, Sajida, and Saddam's daughter and their other relatives - had given up hope.

"Whatever could be done has been done - we can only wait for time to take its course," one of them said last night. But Saddam knew, and had already announced his own "martyrdom": he was still the president of Iraq and he would die for Iraq. All condemned men face a decision: to die with a last, grovelling plea for mercy or to die with whatever dignity they can wrap around themselves in their last hours on earth. His last trial appearance - that wan smile that spread over the mass-murderer's face - showed us which path Saddam intended to walk to the noose.

I have catalogued his monstrous crimes over the years. I have talked to the Kurdish survivors of Halabja and the Shia who rose up against the dictator at our request in 1991 and who were betrayed by us - and whose comrades, in their tens of thousands, along with their wives, were hanged like thrushes by Saddam's executioners.

I have walked round the execution chamber of Abu Ghraib - only months, it later transpired, after we had been using the same prison for a few tortures and killings of our own - and I have watched Iraqis pull thousands of their dead relatives from the mass graves of Hilla. One of them has a newly-inserted artificial hip and a medical identification number on his arm. He had been taken directly from hospital to his place of execution. Like Donald Rumsfeld, I have even shaken the dictator's soft, damp hand. Yet the old war criminal finished his days in power writing romantic novels.

It was my colleague, Tom Friedman - now a messianic columnist for The New York Times - who perfectly caught Saddam's character just before the 2003 invasion: Saddam was, he wrote, "part Don Corleone, part Donald Duck". And, in this unique definition, Friedman caught the horror of all dictators; their sadistic attraction and the grotesque, unbelievable nature of their barbarity.

But that is not how the Arab world will see him. At first, those who suffered from Saddam's cruelty will welcome his execution. Hundreds wanted to pull the hangman's lever. So will many other Kurds and Shia outside Iraq welcome his end. But they - and millions of other Muslims - will remember how he was informed of his death sentence at the dawn of the Eid al-Adha feast, which recalls the would-be sacrifice by Abraham, of his son, a commemoration which even the ghastly Saddam cynically used to celebrate by releasing prisoners from his jails. "Handed over to the Iraqi authorities," he may have been before his death. But his execution will go down - correctly - as an American affair and time will add its false but lasting gloss to all this - that the West destroyed an Arab leader who no longer obeyed his orders from Washington, that, for all his wrongdoing (and this will be the terrible get-out for Arab historians, this shaving away of his crimes) Saddam died a "martyr" to the will of the new "Crusaders".

When he was captured in November of 2003, the insurgency against American troops increased in ferocity. After his death, it will redouble in intensity again. Freed from the remotest possibility of Saddam's return by his execution, the West's enemies in Iraq have no reason to fear the return of his Baathist regime. Osama bin Laden will certainly rejoice, along with Bush and Blair. And there's a thought. So many crimes avenged.

But we will have got away with it.

U.S. government supports legal case that would criminalize making any files available on the world wide web \| November 29, 2006 A landmark legal case on behalf of the Recording Industry Association of America and other global trade organizations seeks to criminalize all Internet file sharing of any kind as copyright infringement, effectively shutting down the world wide web - and their argument is supported by the U.S. government. Ray Beckerman, a lawyer representing clients in cases against the RIAA, recently took part in a conference call organized by DefectiveByDesign.org, an organization which opposes DRM Technology, content restricting programs embedded into software that blocks users access to music, movies, software and other forms of digital data. Beckerman describes how Internet users are randomly targeted by the RIAA for simply having a folder of music on their computer, kept in the dark about legal details and intimidated into paying thousands of dollars immediately or facing a federal lawsuit. The RIAA doesn't even attempt to prove copyright infringement with specific examples, dates or times - it simply coerces and threatens the victim until they relent into paying out huge settlement fees. "They have an investigator pretend to be a user of KAZAA or one of the other similar file-sharing networks. He finds a shared files folder that has a goodly number of copyrighted songs in it. He has no idea whether those song files were obtained legally, whether though payed downloads, or through making personal copies from one's own CD for backup purposes, or whether anything illegal was ever done with those files, whether anyone ever copied one. And what he does: he takes a screen shot of this shared files folders (He of course does not see the folders, he merely sees the text in the metadata) and decides that this is a big shared file folder." "Then through some secret process which he will not share with us and has tried to conceal from the courts, he then associates it with a dynamic ip address. And then, after he has what he believes is the correct dynamic ip address, for the date and time at which he made that screen shot, he then brings a proceeding to get the name and address of the subscriber who paid for the internet access, which of course would tell us nothing. But once he gets that information he then sues the person." In one case, UMG vs. Lindor, a cleaner who has never used or owned a computer but simply dusted near one was sued as an online distributor in peer to peer file sharing. Accusing the RIAA of "conducting a reign of terror" by bringing lawsuits against defenseless people, Beckerman warned that one case in particular, Electro vs. Barker, has the potential to shut down the Internet completely. RIAA's argument is that Miss Baker, a poor nursing student who lives in housing projects, should be prosecuted on the basis that "merely making files available on the internet is in and of itself a copyright infringement." Beckerman calls the complaint "a shocking argument because if it were accepted it would probably shut down the entire internet." The U.S. government has also filed legal briefs supporting the RIAA's argument. Deep sixing the entire Internet seems a highly unlikely move in that it would probably derail the world economy and put thousands of huge transnational corporations out of business. An outcome more likely to happen if this ruling is accepted is that it would further pave the way for government regulation and tracking of the Internet, namely "Internet 2," a completely controlled, surveilled and autocratic cyber police state similar to the Chinese model, whereby website owners have to obtain government permission to run a blog, be approved by a biometric thumb scan just to turn their computer on, and immediately get their Internet access shut off if they misbehave. Black site is a military term that has been used by United States intelligence agencies to refer to any classified facility that is officially denied by the US government. Recently the term has gained notoriety in describing allegedly secret prisons, generally outside of the mainland U.S. territory and legal jurisdiction, and with little or no political or public oversight. It can refer to the facilities that are allegedly controlled by the Central Intelligence Agency (CIA) used by the U.S. in its "War on Terror" to detain suspected enemy combatants. The claimed purpose is to detain terrorists outside of the Intelligence Oversight Act which authorises Congressional supervision. A claim those black sites existed was made by the Washington Post in October 2005.

A presidential directive allows the agency to capture and hold specific classes of suspects without accounting for them to the public, or revealing the conditions they face in the prisons. Opponents of this practice charge that US officials have ordered (or deliberately overlook) prisoner abuse. The prisons are assumed to be serviced by the N44982, N4476S and N221SG prisoner transport planes, although there is no proof of the allegation. Apart from the hundred CIA detainees, Swiss politician Dick Marty's January 2006 report concluded that another hundred had been kidnapped on European territory and rendered to other countries, some of which use torture.

An investigation on the origins of the leaks has also been opened by the U.S. Justice Department to investigate what may have been illegal release of classified information. On April 21, 2006, Mary O. McCarthy, a longtime CIA analyst, was reportedly fired for leaking classified information to a Washington Post reporter. Some have speculated that the information allegedly leaked may have included information about the camps.^[1] McCarthy's lawyer, however, claims that McCarthy "did not have access to the information she is accused of leaking."[1]

Detainees

The list of those thought to be held by the CIA include suspected al-Qaeda members Khalid Sheikh Mohammed, Nurjaman Riduan Isamuddin, Ramzi Binalshibh and Abu Zubaydah. The total number of ghost detainees was presumed to be at least a hundred, although the precise number cannot be determined because less than 10% of them have been charged or convicted. However, Swiss senator Dick Marty's memorandum on "alleged detention in Council of Europe states" stated that about a hundred persons had been kidnapped by the CIA on European territory and subsequently rendered to countries where they may have been tortured. This number of a hundred persons does not overlap, but adds itself to the U.S. detained 100 ghost detainees.^[2]

Suspected black sites

Americas: In Cuba, the CIA detains alleged "enemy combatants" in Guantánamo Bay, which includes Camp X-Ray (now closed), Camp Delta, Camp Echo and Camp Iguana. A CIA prison was built within the larger Camp Echo at Guantanamo Bay in 2003, and has reportedly held prisoners from Pakistan, West Africa and Yemen.

Asia: In Thailand, the Voice of America relay station in Udon Thani was reported to be a black site. Prime Minister Thaksin Shinawatra has denied these reports.^[3]

Middle East: In Afghanistan, the prison at Bagram Air Base was initially housed in an abandoned brickmaking factory outside Kabul known as the "Salt Pit" ^[4], but later moved to the base some time after a young Afghani died of hypothermia after being stripped naked and left chained to a floor. During this period, there were several incidents of torture and prisoner abuse, though they were related to non-secret prisoners, and not the CIA-operated portion of the prison. At some point prior to 2005, the prison was again relocated, this time to an unknown site. Metal containers at Bagram Air Base were reported to be black sites.^[5] Some Guantanamo detainees report being tortured in a prison they called "the dark prison", also near Kabul.^[6] In Iraq, Abu Ghraib was disclosed as also working as a black site, and was the center of an extensive prisoner abuse scandal.^[7] Additionally, Camp Bucca (near Umm Qasr) and Camp Cropper (near the Baghdad International Airport) were reported.; An Israeli newspaper reported Al Jafr prison in Jordan as a black site.^[8] Black sites have also been reported in Alizai, Kohat, and Peshāwar, Pakistan.

Indian Ocean: The U.S. Naval Base in Diego Garcia was reported to be a black site, but UK officials have denied these reports.^[12]

Europe

Several European countries have denied hosting black sites: the Czech Republic, Hungary, Poland, Russia, Romania, Georgia, Latvia, and Bulgaria. Slovakian ministry spokesman Richard Fides said the country had no black sites, but its intelligence service spokesman Vladimir Simko said he would not disclose any information about possible Slovakian black sites to the media. EU Justice commissioner Franco Frattini makes an unprecedented call for the suspension of voting rights for any member state found to have hosted a CIA black site.

Romania: Although interior minister Vasile Blaga has assured the EU that the Mihail Kogălniceanu Airport was used only as a supply point for equipment, and never for detention, there have been reports to the contrary. A fax intercepted by the Onyx Swiss interception system, from the Egyptian Foreign Ministry to its London embassy stated that 23 prisoners were clandestinely interrogated by the U.S. at the base.^[15]^[16]^[17]

The Washington Post on December 26, 2002 reported about a secret CIA prison in one corner of Bagram Air Force Base consisting of metal shipping containers.^[3] On March 14, 2004, The Guardian reported that three British citizens were held captive in a secret section (Camp Echo) of the Guantánamo Bay complex.^[25] Several other articles reported the retention of ghost detainees by the CIA, alongside to the other official "enemy combatants". Uranium-Enrichment Myths Busted by Gordon Prather

To get your support for the application of the Bush Doctrine to Iraq last year, the neo-crazies claimed to have slam-dunk intelligence that Saddam had secretly reconstituted his uranium-enrichment program and would, therefore, soon have nukes to give to terrorists.

But Mohamed ElBaradei – Director General of the International Atomic Energy Agency (IAEA) – had told the UN Security Council that "after three months of intrusive inspections, we have to date found no evidence or plausible indication of the revival of a nuclear weapons program in Iraq."

To get your support for the application of the Bush Doctrine to Iran next year, the neo-crazies are now claiming to have slam-dunk intelligence that the mullahs have secretly been enriching uranium for years and, therefore, will soon have nukes to give to terrorists.

Well, Iran will soon have a uranium-enrichment capability.

But IAEA experts have just spent two years developing a comprehensive picture of Iran's nuclear and nuclear-related activities, including all nuclear-related imports. They have found no evidence that Iran has yet enriched uranium. Much less did they find any evidence that Iran has nukes or a nuke development program.

Do the neo-crazies and their media sycophants really believe that having a uranium-enrichment capability is tantamount to having nukes? And if so, where did they ever get such a crazy idea?

Currently, the world's leader in gas-centrifuge development and the world's largest single provider of enriched-uranium is the Urenco Group, a private-sector consortium with plants in Germany, the United Kingdom, and the Netherlands.

The Urenco Enrichment Company produces and markets enriched uranium for use in the manufacture of fuel for nuclear power plants, while the Enrichment Technology Company develops and deploys gas centrifuges.

The current generation of Urenco centrifuges comprise an ultra-light, thin-walled tube made from specialty metals and composite materials, containing a cylindrical rotor – also made from composite materials – which spins at an incredibly high velocity in a vacuum, on almost frictionless (magnetic) bearings.

In order to obtain the desired enrichment of the U-235 isotope, it is necessary to connect a large number of centrifuges together in series and in parallel. This arrangement of centrifuges is known as a cascade.

Passing through the cascade, U-238 isotopic atoms in the uranium hexafluoride gas are progressively removed, resulting in a gradual "enrichment" of the U-235 isotope.

Nuclear power plant fuel is typically 3 to 5 percent U-235. Weapons-grade HEU is typically 90 percent U-235 or greater.

In first-generation centrifuges, the rotors were made of aluminum and the bearings were not frictionless. Hence they were relatively low-efficiency machines – incapable of operating at high velocities – which translates into many more centrifuges being required in the cascade. Thousands of them.

Last year, the Iranians invited ElBaradei to inspect a gas-centrifuge cascade they were constructing. The facility – once operation begins – will be subject to an IAEA Safeguards Agreement, which would prohibit the production of weapons-grade HEU.

According to the IAEA, the Iranian centrifuges appear to be based upon first-generation Urenco designs.

That figures. A Pakistani metallurgist named A.Q. Kahn stole blueprints for a first generation centrifuge from Urenco in 1975, and by the late 1980s, Khan was publicly offering uranium-enrichment services – in competition to Urenco – using "indigenously" designed and produced gas-centrifuges.

Now, as best the IAEA can determine, Urenco doesn't have nukes, even though there are probably lots of scientists and engineers employed by Urenco who could make a gun-type nuke if you gave them two 75-pound pieces of weapons-grade HEU to bang together.

Khan probably also had similarly capable scientists and engineers.

But, in 1998, Pakistan tested several nukes, each far more sophisticated than the gun-type nuke we dropped on Hiroshima. Even more sophisticated than the implosion-type nuke we dropped on Nagasaki.

You see, the Pakistani nukes were apparently "boosted" with tritium – which is the secret of making them small and lightweight.

So, whether it's Urenco or Pakistan or Iran, having a uranium-enrichment capability is not tantamount to having nukes. It's certainly not tantamount to having nukes that are small enough to be delivered by ballistic missiles.

If the Iranians wanted to design and engineer a missile-deliverable nuke, they'd need the equivalent of Los Alamos National Laboratory and Sandia National Laboratory.

Deputy Press Secretary Arrested Tuesday Night

April 5, 2006 — Brian Doyle, the deputy press secretary of the Department of Homeland Security, has been arrested on multiple charges, accused of trying to seduce a child into online sex and transmitting pornographic material.

Doyle, who was arrested in his Silver Springs, Md., home Tuesday night, thought he was talking to a 14-year-old girl, but was actually communicating with an undercover Polk County, Fla., sheriff's detective, authorities said.

"He graphically explained to a 14-year-old girl what he would like to do to her and what he would like her to do to him," Polk County Sheriff Grady Judd said.

Doyle, 55, didn't try to disguise his identity, Judd said.

"He started his communication on the computer, clearly identified himself from the very beginning as Brian Doyle from the Department of Homeland Security, where he's a deputy press secretary," Judd said. "Apparently, he was trying to impress this 14-year-old."

He told her his office phone number and the number for his cell phone, which was issued by the government, Judd said.

Doyle spoke on the phone with the "girl" and asked her to buy a webcam. He went home, thinking he was going to see her on the webcam, and was greeted by the police instead.

"He was shocked, to say the least," Judd said.

Islam means “Peace”. When you mock a person's God, the prophet of their God, or any symbol of the same, you dishonor, and disrespect them, while threatening their peace of mind because what usually follows is something more aggressive, and often some personal violent form of attack. In effect, one desecrates the peace. So, in America we prevent that from happening and prosecute the offender. Our laws protect the peace.

Islamic people are no different. They feel disrespected, dishonored, and threatened as we do. In the face of the aggression of the West they now feel terrified by the West. The West is responsible for the deaths of over a million innocent people, mostly children, and the numbers are ever growing. The West has desecrated their land, their livelihood, their ancient culture, their women, children, venerated aged, their wealth, their peace, has inspired civil war in many cities, and now it attacks their religion and their god, and all for the purpose of stealing their geological possessions. If you wish to see a different response from Islamic zealots, Why not try this: Jesus taught us to love our enemies. That as much more threatening than our military weapons and personal raping their culture. Islam hates Christianity more than anything else. Ouch! So, when they attack a real Believer preaching brotherly love, as he lay bleeding and dying, he may say, "I forgive you, and may the love of the Lord Jesus Christ be with you, my brother." And, as the life drains from his shattered body, he says, "Islam ale cum", then dies. You have two choices, either you see this guy as utterly revolting, or you begin to wonder who God, and love truly is, and be converted to considering love, life and peace. And, somebody changes his mind about war and killing. In effect, that person could conceivably transcend religion, hate, and all the theologies the separates us, and truly know that eternal Peace which surpasses all understanding. Sound absurd? Many have. I have. I am hoping one day Barbara Marx Hubbard gets this understanding soon. I fear she is polishing up the guillotines as we speak for my seventeen inch neck.

This is the reason why the West finds it so hard to understand such a bitter response. The peace we think we have in the West we think was founded upon this noble, albeit, idealistic, ethos. When, in actuality, it was founded on "Guns, Germs and Steel." But, even this seemingly humane viewpoint is rather rabid-ly changing. Let's face it, the modern West has been vicious and blinded in its lust for power, wealth and cruelty since William the Conqueror. Today we compare to the Romans whose perverse voyeuristic souls delighted in seeing innocent, prayerful victims suffering, and begging for mercy, while being publicly tortured in the arena. Been to the movies lately? But why ... why so violent, Oliver? Answer: The masses will pay for violence. Big!

More sadly, the rules of Social Darwinism govern the grand play for world hegemony. The world leaders live and swear by it, even quiver for it [satanists all of them] though quietly hidden under classified cloaks called national security [classified: of the superior class]. Air Marshals Kill Passenger - Foul Play?

Threatening words, then shots rang out

MIAMI — An agitated man who was returning from a church trip to South America and reportedly said he had a bomb was gunned down by federal air marshals Wednesday near the front door of an American Airlines plane. No bomb was found.

It was the first time since the Sept. 11, 2001, attacks that a marshal had killed a passenger on or near a U.S. plane. A federal official said there was no apparent link to terrorism.

The shooting occurred within earshot of other horrified passengers, who reported hearing four to five shots. The man — identified as Rigoberto Alpizar, 44, of Maitland, Fla. — died at the scene. He had arrived at Miami International Airport from Quito, Ecuador, early Wednesday with his wife.

Passenger Mary Gardner told WTVJ-TV in Miami that Alpizar ran from the rear of the plane. "He was frantic, his arms flailing in the air," she said. She said a woman followed, shouting, "My husband! My husband!"

[Why was he frantic?]

Gardner said she heard the woman say Alpizar was bipolar — a mental illness also known as manic depression — and had not had his medication.

Authorities could not verify that, but gave this account of events:

After clearing customs, Alpizar boarded American Airlines Flight 924, a Boeing 757 scheduled to depart at 2:18 p.m. for Orlando, near his home. The plane was to carry 120 passengers and crew.

As Alpizar was boarding the jetliner, air marshals noticed he was acting strangely, walking aggressively.

About 10 minutes before departure, still during the boarding process, Alpizar "uttered threatening words," informing nearby passengers that he had a bomb in his backpack, said Jim Bauer, special agent in charge of the Federal Air Marshals Miami office.

Two federal air marshals overheard Alpizar, he said.

"They came out of their cover and confronted him," Bauer said.

[Confronted, (or perhaps did someone tell him there was a bomb on the plane) ... the man himself was filled with terror ... and ran ..."frantic, his arms flailing in the air."]

Alpizar attempted to flee. The marshals chased him onto the jetway that connected the plane with the terminal and ordered him to the ground. Alpizar instead reached into his bag, and the agents responded with gunfire.

[While fleeing with arms flailing in the air, why did this unarmed missionary reach into his backpack? I know ... to hydrate himself before getting shot to death, or, better yet, to pull out his Bible and read 2nd Corrinthians Chapter 4.]

It wasn't immediately clear whether other passengers were on the jetway.

Officials found no explosives in the backpack, said Rick Thomas, the Transportation Security Administration's federal director at Miami International.

The air marshals "followed procedure by the book," Department of Homeland Security spokesman Brian Doyle said.

Relatives said Alpizar had been on a working vacation in Peru. A neighbor who said he had been asked to watch the couple's home described the vacation as a missionary trip.

"We're all still in shock. We're just speechless," a sister-in-law, Kelley Buechner, said by telephone from her home in Milwaukee.

Alpizar's brother-in-law, Steven Buechner, said Alpizar was a native of Costa Rica, and met Buechner's sister, Anne, when she was an exchange student there. Relatives said the couple had been married about two decades.

Neighbors described Alpizar as a pleasant man who worked in the paint department of a home-supply store. Many found it incomprehensible that he could have made a bomb threat.

"He was a nice guy, always smiling, always talkative," Louis Gunther said. "Everybody is talking about a guy I know nothing about."

After the shooting, investigators spread passengers' bags on the tarmac and let dogs sniff them for explosives. Two bags belonging to Alpizar were blown up on the tarmac as a precaution.

No bomb was found, Bauer said. He said there was no reason to believe there was any connection to terrorists.

Still, after the shooting, Miami-Dade police surrounded the aircraft, boarded it and told passengers to put their hands on their heads, said Gardner, the passenger.

"It was quite scary," she said via cellphone. "They wouldn't let you move. They wouldn't let you get anything out of your bag."

John McAlhany, a Sebastian, Fla., construction worker on his way home from a fishing trip in the Florida Keys, said passengers were ordered to crouch. When he tried to pop up for a look, he said, a flight attendant ordered him to get back down.

He said Alpizar apparently left a backpack on the plane, adding that other passengers were treated roughly when law-enforcement officers boarded the plane.

"They put a gun to the back of my head and said, 'Put your hands on the seat,' " he said. "That was more scary than anything else."

[They violated and molested the feelings of innocent citizens using an established proceedure. Until a named passenger witness, beside hired guns, comes forth and states that this man told them he had a bomb ... I suspect these marshals of foul play.

McAlhany said the passengers were taken to a conference room.

[Exactly what proceedute followed?]

"I don't know if they shot an innocent man or not," he said. "I don't think he was armed or had a bomb, I think he had a mental illness. I don't think they really had to shoot him, but I hope he didn't holler something stupid."

Bauer said many details of the shooting need to be sorted out. "This investigation is still under way," he said. "We don't have all the answers."
